Circumstances of Disappearance: 

On the 28th July 1999, Phillip left his home in St Eleanors Close, West Bromwich in the morning, saying he was going to visit a friend in Northfield. Later that day he called his foster parents to say he would be staying overnight with that friend. After that, there were no sightings of Phillip.
